Companies such as Youzan and Weimob became representative examples of domestic SaaS providers leveraging China’s fast-growing digital economy (iiMedia Research, 2025).
2015–Present: The Growth and Transformation Stage
In the early years of this period, the sector experienced strong investor enthusiasm. However, by 2017, market expectations became more realistic as concerns the difficulty of scaling SaaS businesses under traditional growth models.
The COVID-19 pandemic in 2020 created a new growth opportunity for the industry. The rapid adoption of remote working, digital collaboration tools, online commerce, and enterprise digital transformation significantly increased demand for SaaS solutions.
Following the end of the pandemic in 2023, the market entered a new phase of maturity. Investors became more focused on sustainable business models, operational efficiency, profitability, and technological differentiation rather than growth at any cost.

Driven by accelerating enterprise digital transformation, increasing cloud adoption, and the rapid integration of artificial intelligence, China's enterprise SaaS market has entered a new stage of development.
According to the 2025 Enterprise SaaS Industry Development Report published by iiMedia Research, the market reached approximately US$8.2 billion in 2023 and is projected to exceed US$22.1 billion by 2027 (Chart2).
These projections suggest that China's SaaS market continues to offer substantial long-term opportunities. Rather than indicating a lack of demand, the industry's earlier slowdown reflected the complexity of developing business models that align with China's unique enterprise environment. As digital transformation deepens and AI reshapes enterprise software, the next phase of growth is likely to be driven by companies that successfully combine scalable technology with industry-specific expertise and local customer understanding.
