Key Insight

China’s enterprise SaaS market presents a paradox: strong customer expectation exists alongside slower SaaS adoption compared with Western markets. The key challenge is not only customer demand, but the evolution from customised software services toward scalable SaaS business models.

For global technology companies, China remains a strategic opportunity — but success requires localisation, ecosystem integration, regulatory awareness, and more important, a deep understanding of Chinese enterprise buying behaviour.

Part 1 - Market Understanding / Where Is The Market Going?

1. China’s Enterprise SaaS Market: From Evolution to Scale and Growth

China’s enterprise SaaS market has developed through a distinctive trajectory compared with Western markets. While the US SaaS industry was largely driven by product standardisation, subscription models, and cloud-native business models, China’s SaaS evolution has been closely linked to its developing enterprise environment and changing customer expectations.

Over the past two decades, the market has broadly moved through three stages: concept introduction, market formation, growth and transformation (Chart 1).

1.1 The Evolution of Enterprise SaaS in China

2004–2010: The Concept Introduction Stage

Between 2004 and 2005, international technology companies such as Salesforce and Oracle entered the Chinese market, bringing the concept of cloud-based software delivery and subscription-based services to local businesses (iResearch, 2025).

Domestic cloud service providers and traditional software companies subsequently began exploring SaaS-based solutions. However, adoption remained at an early stage, with initial applications mainly concentrated in areas such as information security and data analytics (China Academy of Information and Communications Technology (CAICT), 2025).

At this stage, SaaS was primarily an emerging technology concept rather than a mainstream enterprise software model.

2010–2015: The Market Formation Stage

Around 2010, China’s SaaS market entered a period of accelerated development (CAICT), 2025). Increasing investor interest, improving cloud computing infrastructure, and rising enterprise demand all contributed to this growth.

A growing number of technology start-ups and internet companies entered the sector, gradually becoming important players in China’s enterprise software ecosystem. Companies such as Youzan and Weimob became representative examples of domestic SaaS providers leveraging China’s fast-growing digital economy (iiMedia Research, 2025).

2015–Present: The Growth and Transformation Stage

The next stage brought stronger investor enthusiasm and rapid market expansion. However, by 2017, expectations became more realistic as the industry encountered the difficulty of scaling SaaS businesses under traditional growth models.

The COVID-19 pandemic created another period of growth in 2020. The rapid adoption of remote working, digital collaboration tools, online commerce, and enterprise digital transformation increased demand for SaaS solutions.

By 2023, following the end of the pandemic, the market entered a more mature phase. The focus shifted towards sustainable business models, operational efficiency, profitability, and technological differentiation rather than growth at any cost.

At the same time, SaaS providers began exploring a new direction: “SaaS + AI” (CAICT, 2025).

1.3 What the Growth Trajectory Tells Us

The market’s development over the past two decades shows a clear progression: from introducing the SaaS concept, to building a domestic market, and then towards growth, adjustment, and greater business-model maturity.

The growth trajectory also shows that market expansion has not been completely linear. The industry experienced strong growth and investment enthusiasm, followed by a period of more realistic expectations, before entering another phase of expansion and maturity.

At the same time, the market has continued to expand in scale. This provides an important starting point for understanding China’s enterprise SaaS opportunity today.

📌 Strategic Insight

China’s enterprise SaaS market has evolved rapidly over the past two decades, moving from market introduction to accelerated growth and, more recently, a period of greater business-model maturity.

While its development has broadly followed the global shift towards cloud-based enterprise software, the market has evolved under a unique enterprise environment and changing customer expectations.

Understanding this evolution provides the context for interpreting the opportunities and challenges that shape China’s SaaS market today.

1.2 From Market Formation to Scale

The development of the market can also be seen through its expansion in market size.

According to the China Academy of Information and Communications Technology (CAICT), China’s enterprise SaaS market grew from approximately US$1.1 billion in 2015, to US$1.5 billion in 2017, US$3.7 billion in 2020, and US$8.2 billion in 2023 (Chart 2). The market is projected to exceed US$22.1 billion by 2027(iiMedia Research, 2025).

This trajectory shows that, despite periods of adjustment and more cautious market expectations, China’s enterprise SaaS market has continued to expand over the longer term.

But the growth has not been completely linear.

The industry has moved from introducing the SaaS concept, to building a domestic market, and then towards growth, adjustment, and greater business-model maturity.
